"internet-security-centre" removal anad permanently inactive windows firewall?

Dear all,

I don't know why in my laptop, I have to activate windows firewall every time I switch on my computer otherwise it remains permanently inactive.

Once, I forgot to activate it while browsing the internet, a bit later the home page of the internet explorer has become the internet security centre which I couldn't remove. It shows that a critical system error has occurred, and it offers a scan and antivirus software.

What I have to do? please.
