You aren't saying whether the PC is slow or your internet is slow.

Try the link to find out what speed your download and upload are.

If they match what your broadband speed should be, you have a problem with your PC, e.g. disk too full, not enough memory etc.

If the internet speed is slower than it should be, check with your provider or have a look at your router, WLAN stick or whatever you're using. You simply haven't given enough details for a good answer.
it might be that your system's configuration is not all that fast also, dells have horrible network connections, should get hp or tosiba for good wireless if that is how you connect
